Abstract:
The article regards a ruling by the Council of State that denies the possibility
for a university to award – through in-house providing – some public service contracts
to Cineca. The author highlights some critical issues of the judgment which, however,
were later solved with a law, which explicitly defined Cineca as a body governed by
public law.
