Abstract:
Since the beginning of the last decade of the twentieth century, the Italian
legislator has started policies for alienation and exploitation of public goods, in order
to reduce the cost of managing the immense public real estate assets and to raise money
to lighten the burden of public debt. The failure of these policies, with very modest
economic results, seems mainly related to their lack of connection with the wider processes
of the territory government by the regions and local authorities. The essay aims to reflect
on the theme, investigating the rules that govern these policies and the tools that
implement them, with an eye to the past, searching for the reasons of the failure, but
also to the future, towards the upcoming season of disposal of the public assets
announced by the Government in power.
