The Author, after describing the procedure which determines, in Italy, the definition of public service broadcasting obligations, focuses his attention on the benefits and problems arising from the introduction of the public value test in Italian order. According to the Author, the public value test could represent a suitable mean to avoid an arbitrary definition of the public service obligations.
