Abstract: 

The paper focuses on the limits of public and semi-public companies held by local authorities, which provide public services of economic interest, namely the limits to expanding the activity from the point of view of contractors and users, services and activities. To this end, the article considers the cases of exclusion from participation in public tendering procedures, the issue of the link between each company and its local public partner, and the matters relating to the protection of competition in the market.
