Abstract:
In recent years, the use of public-private partnership (PPP) models has become
necessary to address the expenditure limits imposed by the public finance, to help public
authorities to use industrial know-how, and to plan and implement infrastructure.
In Latin America, the use of PPP would contribute to balance the existing gaps
among countries. The “Rioplatènse” model presents distinctive characteristics, such as
the flexibility of procedures, the absence of prior rituals and a high number of parties
involved with well-defined tasks. The issue of asymmetric information between public
and private is solved with the establishment of units responsible for this purpose. The
preventive allocation of risks and the establishment of a special fund to ensure the
realization of the work are considered to be innovative and virtuous instruments, likely
to be exported in European countries legal system.
